Routing to sub agents

You have an orchestrator routing to specialized sub-agents. What happens when a user provides a 'Compound Intent'—like 'I want to change my address because my latest bill was sent to the wrong place'? How does your architecture decide where to route that, and do you lose the billing context in the process?
